It's looking to be that the Office of Film and Literature Classification may give the PS3-exclusive "Heavy Rain" a 'Mature' rating. This due to the games interactive sex and stripping scenes. But the Australian ratings board just doesn't approve anything even if it is intended for people over the age of 15.
French studio, Quantic Dream's founder and CEO David Cage interviewed at the Eurogamers Expo had said that they and the OFLC are still to discuss the matter and just as certain scenes were cut for different territories,
Australia at the moment as far as I know, get the game as it is.
Asked if he thinks that he can get the mature content past the OFLC, he answered
If it is perceived the way we hope it is.. it's really about story and emotion, it's not about sex, it's not about violence. Then maybe we can defend our case and say 'you know what, there's nothing wrong with this.
